Job Synopsis
The International Program Associate Human Resources Director provides leadership to the human resource function of Mennonite Central Committee’s International Program (IP). This includes responsibility for and decision-making authority to develop and implement strategy and processes related to recruitment, screening, placement, maintenance of personnel information and related data, training and worker care, performance management, employee relations, overseeing salary and benefits delivery, and human resources policy development across the 40+ countries in MCC’s International Program. This position ensures this work is done by overseeing a team of regional HR Coordinators, and in collaboration with HR colleagues in Canada and the US and works closely with the IP Directors for MCC US and MCC Canada. The IP Associate HR Director reports to and works closely with the Director of Human Resources of MCC Canada and MCC US, to lead and manage the human resource functions for the International Program.

Essential:
- Ability to articulate, model and support MCC values
- Bachelor’s degree in human resources, business administration or other relevant fields.
- HR leadership experience showing a progressively responsible career trajectory (direct reports, job complexity, etc.), including HR experience in an international context.
- HR certification. If not certified, equivalent working experience in HR is preferred.
- Knowledge of current employment best practices and applicable laws.
- Self-directed with strong organizational and financial management skills and a proven record of managing and prioritizing multiple tasks.
- Strong team building, spiritual leadership and inter-personal skills; exercises judgment, tact and discretion.
- Problem-solving and negotiation skills; demonstrated ability to research, analyze, assess and provide options and make recommendations.
- Aptitude for faith-based international relief and development work.
- Computer literacy with good working knowledge of Human Resource Information systems, Microsoft Excel and Word.
Preferred:
- Graduate degree in the fields of human services, management or leadership.
- Deep and broad experience in faith-based international relief and development work.
- Spanish or French language abilities.

Key Responsibilities
Specific Tasks and Duties:Management and Leadership
- Serve as the Human Resource leader and technical expert for MCC IP.
- Act as the primary HR lead for MCC IP, manage the IP HR Department’s work in planning and implementation, budgeting and reporting. Provide strategic guidance to International Program teams.
- Lead and oversee HR team meetings and retreats in collaboration with US & CA HR Directors.
- Build alignment of HR initiatives with MCC’s mission, vision, and strategic blueprint in collaboration with US & CA HR Directors
- Appoint, support and supervise International Program regional human resource employees.
- Together with other IP leadership build and sustain a healthy and vibrant climate and culture in MCC IP and in the MCC IP HR team
- Offer counsel and direction, directly or by delegation to regional HR staff, on human resource matters to managers in MCC IP.
- Authentically represent the principles and practices of Mennonite Central Committee. Promote MCC’s identity and models MCC’s commitment to Christian faith, service and non-violent peacemaking in daily interactions with staff, applicants, and all other constituents.
- Communicate and connect MCC’s mission, principles, and practices when responding to inquiries from prospective MCC employees.
- Primary lead for IP compensation and benefit review process including salary and compensation surveys, analyzation of results and evaluation of IP compensation market competitiveness in line with MCC IP compensation and benefits philosophy
Employee Relations
- Develop and interpret HR policies for managers and employees in IP.
- Be a culture champion by tracking indicators that assess organizational culture and health, developing recommendations and implementing meaningful processes to facilitate a healthy organization culture for MCC.
- Ensure timely and accurate payroll and benefit administration in IP together with Financial Services
- Develop and maintain tools, processes and policies to ensure IP worker care along with HR staff members in International Program, the US and Canada.
- Oversee mental health resourcing and initiatives for IP.
- Chair the National Staff Equity Committee and continue to contribute to an inclusive work environment, recognizing the diversity within MCC IP program.
Talent Acquisition and Retention
- Develop inclusive, safe and best practice recruitment, learning, development, and retention for the diverse IP employee community in alignment with our organizational frameworks, employee standards, and safeguarding commitment.
- Develop and monitor processes and procedures around recruitment to align with strategic directions.
- Build workforce planning structure and tools to resource recruiters and hiring managers
- Oversee the design and implementation of learning and development programs in IP to enhance employee skills and knowledge, fostering professional growth, career advancement, and employee wellbeing.
- Lead the performance management process by assisting managers with goal setting, performance reviews, and feedback sessions.
- Oversee HR’s assistance to IP managers in an advisory or mediation role with performance improvement plans and other disciplinary meetings.
- Oversee the provision of training to managers on effective performance management techniques.
Safeguarding:
- Keep an ongoing focus on an organizational culture that prevents and responds to situations of abuse of power.
- Oversee along with the case management supervisor MCC’s response to IP concerns related to workplace harassment and violence, sexual exploitation and abuse and child abuse, racism, and other abuses of power.
- Provide oversight to IP Case Management Teams, ensuring a trauma-informed response, adequate training and support for case management team members and internal investigators.
- Partner with senior staff and relevant working groups to monitor organizational progress and cultivate policies, practices, and behaviors for safeguarding.
- Oversee continuous improvements to and staff training and awareness raising efforts on MCC’s mechanisms for reporting abuses of power and protections against retaliation for staff who report concerns.
Policy, Compliance and Legal Matters
- Provide general oversight for IP Regional HR Coordinators, or with County Representatives in regions without an HR Regional Coordinator, in reviewing and implementing local policies and procedures in compliance with applicable local employment laws and legislation.
- Oversee development and revisions of National Staff handbooks. Work with HR Regional Coordinators to assist country managers in interpretation and implementation of local labor laws, ensuring compliance with local legislation and MCC’s policies
- Develop guidelines, templates and best practices around compensation and benefits to continuously improve equity in consultation with Finance Directors.
- Develop and implement consistent compensation reviews and processes to evaluate market trends and internal approaches to pay equity. Maintain accurate and up-to-date employee records, including documentation related to
disciplinary actions and grievances.
- Work to ensure workplace safety and compliance with all labor standards, laws, and regulations.
- Participate as a member Human Resources Policy Review Committee.
- Engage external resources for tailored solutions and impartial perspective on human resources functions including legal and professional advice.
Supervision: This position currently supervises 4 employees at present: 3 Regional HR coordinators and 1 Regional HR Specialist.
Salary Details
. Compensation for international roles is calculated based on prior experience and anticipated living expenses of the household in the location of service.
